2025 FEHB Premium Increases For Workers & Retirees

Higher FEHB premiums for 2025 make this Open Season more important than ever. Beginning in January 2025, the enrollee share of FEHB premiums will increase an average of 13.5% for non-postal federal workers and retirees. Compare this to average increases of 7.7% and 8.7% percent over the last two years and this is the largest increase in over a decade.

2025 Overall Average Premiums Increase

As for the cost of FEHB premiums in 2025, non-postal employees will be paying an average of $26.10 more for their biweekly FEHB premiums. On the other hand, the average increase for the Federal Employees Dental and Vision Insurance Program (FEDVIP) will be 2.97% for dental plans while vision plans will increase by 0.87%.

Open Season Is More Important Than Ever

Considering the hike in the employee share of FEHB premiums, it’s more important than ever to review your options and make changes during Open Season. The 2025 Open Season will run from November 11, 2024, through December 9, 2024.

FEHB participants can choose from 64 plans and a total of 130 plan options provided by 42 health insurance carriers. Some plan options, however, are specific to certain geographic regions or agencies. Not every FEHB participant will have access to every plan option. Participants can use the FEHB plan comparison tool on OPM’s website to compare all of the different plan options.

When you take the time to look at the latest FEHB and FEDVIP plans for 2025, you may find that switching plans can save you money. If you don’t make any changes, you’ll remain in the same FEHB plan until the next Open Season in late 2025.

Overview: Postal Service Health Benefits (PSHB) Program

The Postal Service Health Benefits (PSHB) Program is a new, separate program within the Federal Employees Health Benefits (FEHB) Program, administered by the Office of Personnel Management (OPM). Postal Service employees, annuitants (retirees), and their eligible family members can continue to participate in the FEHB program through December 31, 2024.

Coverage under the PSHB Program will begin on January 1, 2025. PSHB enrollees will get a letter prior to the 2024 Open Season that provides information on the PSHB plan in which they’ll be automatically enrolled. Participants can make changes or select a different plan during the 2024 Open Season (November 11, 2024, through December 9, 2024).
