Government agency reorganization plans are due today, March 13, 2025. The current push for reorganization stems from an executive order signed by President Trump on February 11, 2025, aimed at implementing the “Department of Government Efficiency” (DOGE) initiative, led by Elon Musk.

This EO, signed in the Oval Office alongside Musk, mandated federal agencies to submit reorganization plans to the Office of Management and Budget (OMB) within 30 days — bringing us to today’s deadline. The goal is to downsize the federal workforce and streamline operations, aligning with Trump’s broader agenda to reduce government spending and eliminate perceived inefficiencies.

The directive builds on earlier efforts, including a hiring freeze, a “deferred resignation” offer, and layoffs of probationary employees. Agencies are instructed to prioritize reductions-in-force (RIFs) for functions not mandated by law and to consolidate or eliminate “duplicative” or “non-critical” offices. A joint memo from OMB and the Office of Personnel Management (OPM), issued on February 26, 2025, further detailed these requirements, asking agencies to collaborate with DOGE counterparts and submit detailed plans, including organizational charts and strategies for tech modernization to cut costs.

This isn’t the first time such reforms have been attempted. Historically, presidential reorganization authority has been granted periodically since 1932, with notable examples under Presidents Truman (1949) and Reagan (1984). Trump’s current effort echoes these precedents but is distinguished by its aggressive timeline and the controversial involvement of DOGE, whose legal authority and leadership structure have faced scrutiny.

The initiative has sparked significant pushback. Critics like Rep. Gerry Connolly (D-Va.) and Sen. Patty Murray (D-Wash.) call it an “unprecedented assault” on federal workers and services, predicting legal challenges and inefficiencies. Federal unions have also made statements regarding the government agency reorganization plans due today, reflecting a mix of concern, criticism, and legal pushback. Meanwhile, Musk’s role in DOGE has fueled debate, with the White House clarifying Amy Gleason as the official administrator, despite Musk’s high-profile involvement.
